MISSION STATEMENT OF THE UNITED AMIN TRIBE
The United Amin Tribe seeks to educate and uplift ourselves, our accredited associates and other worthy animate objects in order to facilitate our efforts to improve the environments where we work, reside and visit via individual endeavors and intellgent, organized unity embodied by our Order.
ABOUT THE UAT
The United Amin Tribe encompasses the aggregate number of regional units under its authority, and each unit is composed of individuals agreeing to function as a fortified family regardless of blood relations.
CONSTITUTION OF THE UNITED AMIN TRIBE
Preamble
In order to achieve our Mission via the upliftment and empowerment of the esteemed members of the United Amin Tribe, our supporters and others who respect us, I, Abasi Amin, the Founder of the Tribe, hereby propounds this Constitution for ratification and implementation of the Articles therein.
Article I
Section 1
Paragraph 1: Even though a plurality or majority of members should be of the General Member class, UAT membership shall consist of at least 2 classes and 5 statuses, and the statuses are as follows: Inactive, Member In Good Standing (MIGS), Restricted, Suspended and Terminated.
Paragraph 2: The United Amin Tribe shall have 10 levels of membership, but the first shall be a probationary level. Probationary membership shall be devoid of suffrage rights and some of the due process protections against expulsion enjoyed by higher levels of membership. Level 2 members have all of the due process protections but limited suffrage rights.
Paragraph 3: Any applicant seeking UAT membership must be at least 18 years old and be sponsored by a level 2 member or higher. Sponsoring an applicant means, among other things, that the sponsoring member is personally vouching for the applicant, and therefore, may also be held accountable in some situations for offensive orations and actions executed by the applicant until said applicant is elevated to level 2 membership.
Article II
Section 1
Paragraph 1: The UAT shall be rolled out in 4 Phases. Phase 1 shall commence with the 2nd member and end with the 50th tribesman. Phase2 shall commence with the 51st member and end with tribesman 500. Phase 3 shall commence with member 501 and end with member 5000.
The 4th and final Phase shall begin with member 5001. A temporary decrease in members in good standing below the required amount neither invalidates nor suspends a Phase as long as the membership is sufficiently replenished within 90 days of the MIGS count deficiency. Members enrolled during the first 2 phases are our Original Members.
Paragraph 2: Except for the provisions provided in Article II, Section 1, Paragraph 1; Article III and Article 7, the Principal Tribal Administrator (PTA) may suspend or temporarily amend any portion of this Constitution during the 1st 3 Phases in order to protect the Tribe from serious injury or to negate obstruction of the orderly advancement of the same if the PTA is also the Founder. If the PTA is someone other than the Founder, said suspension and temporary amendment authority may only be exercised during the 1st 2 Phases.
Article III
Section 1
Paragraph 1: This Constitution shall not be deemed ratified until no less than 12 but no more than 26 Original Members (OMs) attach their signatures hereto and solemnly swear to advance the noble aims and objectives of this most honorable Order with knowledge, vigor, fealty and
propriety. These 12 to 26 members are our Original Signers (OSs).
Paragraph 2: While Original Signers are held in high esteem, being an OS neither entitles a member to a leadership position nor does it exempt the same from disciplinary sanctions, including expulsion, when such actions are warranted. Subsequent expulsion of an Original Signer does not render this Constitution void in whole or in part as long as said Signer was a Member In Good Standing during indorsement.
Article IV
Section 1
Paragraph 1: The Administration of the United Amin Tribe shall consist of an executive class of Constitutional Officers (COs) and Regional Chartered Officers (RCOs) and an oversight class of COs and RCOs. Constitutional Officers are tribal positions specifically mentioned and mandated by this Constitution. Regional Chartered Officers are tribal positions specifically mentioned and mandated by this Constitution and their Regional Charters granted by the appropriate Constitutional Officers.
Paragraph 2: The executive class of Constitutional Officers in alphabetical order are as follows: Chief Administrative Officer (CAO), Chief Financial Officer (CFO), Chief Health Officer (CHO), Chief Legal Officer (CLO), Chief Political Officer (CPO), Chief Records Officer (CRO), Chief Security Officer (CSO), Deputy Chief Administrative Officer (DCAO), and Vice Chief Administrative Officer (VCAO). Principal assistants to any of the above COs whose title begins with "Vice Chief" are also Constitutional Officers since they may perform the same duties as the officials they are assisting.
Paragraph 3: The Chief Administrative Officer is the Principal Tribal Administrator and is therefore responsible for managing and setting policies for the Tribe via Executive Administrative Decrees before a Board of Trustees is in place and via Executive Administrative Policies afterwards. Executive Administrative Orders are issued in support of said Decrees and Policies. The CAO also serves as the Administrative Commander-in-Chief of the Militia and can grant clemency, pardons and reprieve to members charged in and convicted in militia tribunals and the same applies to members charged in and convicted in regional security proceedings.
Paragraph 4: The Chief Financial Officer is responsible for overseeing and improving the financial health of the Tribe on behalf of the CAO, which includes managing tribal social welfare programs and other actions.
Paragraph 5: The Chief Health Officer is responsible for managing tribal health policies on behalf of the CAO, which includes sports, recreation and other programs.
Paragraph 6: The Chief Legal Officer is charged with providing legal advice and other legal and administrative services to the Tribe.
Paragraph 7: The Chief Political Officer is charged with advancing the Tribe’s political agenda and other matters related to public policy on behalf of the CAO.
Paragraph 8: The Chief Records Officer is responsible for maintaining most of our records, managing matters related to tribal ballots, verdicts and other duties on behalf of the Tribe and CAO.
Paragraph 9: The Chief Security Officer is responsible for managing overall tribal security, Regional Security Panel prosecutions and other matters related to tribal security.
Paragraph 10: A Deputy Chief Administrative Officer is charged with assisting the CAO and the most senior DCAO is charged with serving as the Acting Chief Administrative Officer (ACAO) when the CAO and VCAO are both unable or unwilling to serve for an extended period of time.
Paragraph 11: The Vice Chief Administrative Officer is the principal administrative assistant to the CAO and shall serve as the ACAO when the CAO is unable or unwilling to serve for an extended amount of time.
Section 2:
Paragraph 1: The executive class of Regional Chartered Officers are as follows: Regional Administrative Officer (RAO), Vice Regional Administrative Officer (VRAO), Deputy Regional Administrative Officer (DRAO), Regional Financial Officer (RFO), Regional Health Officer (RHO),
Regional Legal Officer (RLO), Regional Political Officer (RPO), Regional Records Officer (RRO) and Regional Security Officer (RSO). Second in command officials to any of the aforesaid officers with the word “Assistant” in their titles are also Regional Chartered Officers.
Paragraph 2: Regional Administrative Officers represent the CAO in their Regions and carry out administrative duties on his/her behalf.
Paragraph 3: Regional Financial Officers are charged with carrying out the duties of the Chief Financial Officer in their Regions.
Paragraph 4: Regional Health Officers are responsible for carrying out the duties of the Chief Health Officer in their Regions.
Paragraph 5: Regional Legal Officers are responsible for carrying out the duties of the Chief Legal Officer in their Regions.
Paragraph 6: Regional Political Officers are responsible for carrying out the duties of the Chief Political Officer in their Regions.
Paragraph 7: Regional Records Officers are responsible for carrying out the duties of the Chief Records Officer in their Regions.
Paragraph 8: Regional Security Officers are responsible for carrying out the duties of the Chief Security Officer in their Regions.
Section 3.
Paragraph 1: Only level 8 members qualify as candidates for the position of Chief Administrative Officer and the CAO-elect is automatically elevated to level 9 as well as any official serving as ACAO. The CAO shall be elected to a single 9 year term by receiving more than 50% of the aggregate vote of our Tribal Delegates. If no candidate receives more than 50% in the 1st round there shall be a 2nd round of voting featuring the top 3 candidates. If no candidate receives more than 50% in the 2nd round there shall be a 3rd round popular vote of level 3 members or higher featuring the top 2 candidates. If no candidate receives more than 60% in the 3rd round, the candidate with the most votes shall become CAO-elect and the other candidate shall be seated as VCAO-elect for a 6 year term, notwithstanding the provisions propounded in Article 4, Section 3, Paragraph 2. Any vote ties in this matter shall be resolved via coin toss administered by the CRO or VCRO and witnessed by at least 1 Trustee. All CAO candidates must be at least 35 years old prior to being seated.
Paragraph 2: The Vice Chief Administrative Officer and any Deputy Chief Administrative Officer must be level 8 members or higher and must be at least 35 years old. The VCAO and DCAO are chosen by the CAO and their appointments are confirmed or denied by the UAT Board of Trustees by two-thirds majority vote. VCAOs serve a single 3 year term and DCAOs serve at the pleasure of the CAO.
Paragraph 3: All other executive Constitutional Officers must hold a level 8 membership and must be at least 30 years old; they are nominated by the CAO and their appointments are confirmed or denied by the UAT Board of Trustees by majority vote except for the CFO, VCFO, CRO and VCRO. These 4 officials must be confirmed by two-thirds majority vote.
Paragraph 4: All executive Regional Chartered Officers must hold level 7 memberships or higher and must be at least 25 years old. All RCOs are chosen by the CAO and their appointments are confirmed or denied by the Delegates in their Regions by majority vote unless a two thirds majority of the Board of Trustees has determined that this person shall not be seated.
Paragraph 5: Notwithstanding any provisions of Article IV, Section 3, Paragraph 4 to the contrary, the CAO shall select 3 candidates for the RAO position. If two thirds of the Regional Delegates or Board of Trustees does not object to any of the candidates, the RAO shall be elected by popular vote of level 3 members or higher of that Region. If 1 candidate receives more than 50% of the vote, he/she may choose the ARAO and DRAO, subject to the approval of the CAO. If no candidate receives a majority, the candidate that wins a plurality of the vote assumes the office of the RAO, the runner up assumes the office of ARAO and the remaining candidate will sit as DRAO. If any of the candidates are unable or unwilling to serve, the CAO shall select a replacement and such selection can only be successfully opposed by two thirds of the delegates in that Region or two thirds of the Board of Trustees. Once appointed, all 3 officials serve at the pleasure of the CAO.
Article V
Section 1.
Paragraph 1: The primary oversight class of Constitutional Officers are the United Amin Tribe Board of Trustees. The UAT Board shall consist of at least 7 but no more than 21 members and a quorum of no less than 5 members must participate in an action for it to be binding. The Chairman or Vice Chairman must preside over the meetings or other tribal Board business that only COs are allowed to perform. The Vice Chair is the principal assistant to the Chair. If the Chair and Vice Chair are both unable or unwilling to perform their Constitutional duties, the most senior Trustee shall serve as Acting Chairman or Chairperson.
Paragraph 2: Each Trustee, with two notable exceptions, is elected by popular vote of level 3 members or higher to 7 year terms and candidates must be at least 30 years old and hold a level 8 membership or higher. The Chair and Vice Chair are elected to 5 year terms to a single seat and they must be level 8 members who are at least 35 years old.
Paragraph 3: The UAT Board shall have oversight obligations concerning the executive management of the persons, property and pecuniary interests of General Members. The Board shall also confirm or deny regional charter requests, proposed executive officer appointments, all impeachments, decrees, policies and motions by majority vote unless an action specifically requires a two-thirds majority. The Board shall also confirm or deny proposed appointments of the Supreme Tactical Commander and Assistant Supreme Tactical Commander of the Militia to 5 year terms by majority vote. If the Board deems it necessary to repeal an action, decree, policy or provision already in place, it may do so by majority vote if the CAO is in agreement; otherwise, the vote fails if it does not meet a two thirds majority threshold. All Board business shall be processed within 30 days unless the full Board grants an extension, which should not exceed 90 days.
Section 2
Paragraph 1: Each Region with at least 100 members in good standing may apply to the UAT Board for a Charter to function as a family in our
Tribe. If granted, these members shall elect a Regional Assembly of Delegates (RAD) consisting of no less than 3 but no more than 9 members to serve as its local oversight class of Regional Chartered Officers;however, the UAT Board of Trustees may assume the duties of the RAD in the Home Region where the Executive and Oversight Constitutional Officers have claimed as their own. Delegates may choose a chairman and vice chairman from their ranks by seniority or by other means.
Paragraph 2: A candidate for Regional Tribal Delegate must be a level 7 member or higher and must be at least 25 years old. Delegates are elected to serve 5 year terms.
Paragraph 3: Delegates are responsible for electing the CAO, voting on security sensitive referendums and issues, performing regional oversight duties regarding General Members, moving impeachment motions against COs and RCOs in their regions before the UAT Board, serving as jurors in impeachment trials and other duties.
Section 3
Paragraph 1: The full UAT Board, minus 2 Trustees chosen at random, may impeach an official by majority vote if the Board finds that there is a reasonable probability that the official committed the alleged misconduct and that a penalty less than permanent removal from office would be insufficient to deter future misconduct by the present official and, or future officials. However, an impeached official may avoid a permanent bar by resigning post-impeachment but before jurors are seated for his/her trial. In that case, he/she is barred for 5 years and any future appointment must be approved by the Board by a two thirds majority vote, notwithstanding any Constitutional provision to the contrary.
Paragraph 2: If an impeached Constitutional Officer or Regional Chartered Officer does not resign, he/she shall stand trial and one of the non-voting
Trustees shall be chosen to preside over the trial by coin toss administered
by the CRO or VCRO. Up to 24 Tribal Delegates chosen at random shall be presented as proposed jurors but only 8 shall be selected. All 8 will sit but only 6 will decide since 2 will be eliminated by coin toss after all arguments are asserted but prior to deliberations. A two thirds majority vote is needed to convict and remove the impeached Officer from office. No Delegate from the Region that moved the motion for impeachment shall serve as a juror.
Paragraph 3: The Chief Administrative Officer is precluded from providing relief via pardons or reprieves to a Constitutional Officer facing an impeachment proceeding or who has been convicted in the same.
Section 4
A Trustee may be removed from office for misconduct or failure to perform duties by his/her colleagues on the Board by a two thirds majority vote or by a two thirds majority vote in the UAT Supreme Security Council (SSC) after being tried and convicted of misconduct in a regional security proceeding or via two thirds majority vote in a recall referendum of level 3 members or higher.
Article VI
Section 1
Paragraph 1: The UAT Supreme Security Council shall issue decisions concerning membership levels and statuses for General Members including reinstatements after expulsions. The SSC is also charged with, among other things, granting or denying in full or in part petitions and appeals from members seeking relief from adverse actions in regional security proceedings. The SSC may not reduce the membership level of a sitting Executive Constitutional or Chartered officer below the level needed to maintain his/her position absent an impeachment conviction, finding of serious misconduct in a regional security proceeding that has been upheld on appeal or by directive from the CAO, VCAO or DCAO if the subject is an Executive Constitutional or Executive Chartered Officer. However, in its discretion, the SSC may suspend a Constitutional or Chartered Officer charged in a regional security proceeding or who has been impeached and shall make a reasonably prompt and final determination post reviewing the record after all decisions have been made.
Paragraph 2: The CAO shall select no less than 7 but no more than 21 wise, knowledgeable and honorable members who are at least 35 years old and who have achieved level 8 status or higher to sit on the Supreme Security Council. Each Council member must be approved by two-thirds
majority vote of the Board of Trustees and by majority vote of the aggregate
UAT Tribal Delegates. Once seated, SSC members serve single 7 year terms but may serve a subsequent term as long as at least 2 years have expired since the termination of the previous term.
Paragraph 3: A quorum of at least 5 SSC members must participate in an action for it to be binding; however, the SSC may sit en banc, sua sponte, to decide a matter or to review a decision handed down by a Panel consisting of less than the full Council; it may also grant a petition for a full Council hearing. Only sitting Constitutional and Chartered Officers are entitled to rehearings en banc. All other members may only move a motion requesting such extraordinary relief. Panel decisions are decided by majority vote and they are final unless the full Council decides to abrogate or alter them by a two-thirds majority vote.

Article VII
Section 1
Paragraph 1: The Founder is the supreme authority of tribal policies; hence, a Founder’s Decree shall amend, abrogate or pre-empt any present or future policy, order, action or Constitutional provision contrary to a Founder’s Decree in letter or in spirit.
Paragraph 2: Only the Founder can amend or repeal a Founder’s Decree during the life of the Founder. A Founder’s Decree may only be amended or repealed upon the death or permanent mental incapacitation of the Founder by three fourths majority vote of the Board of Trustees, the Regional Assemblies of Delegates and referendum of level 3 members or higher.
Article VIII
Except for the provisions propounded in Article VII, any other part of this Constitution may be amended by two thirds majority vote of the full Board of Trustees and Tribal Delegates or via referendum of two thirds majority vote of level 3 members or higher.
OATH OF GENERAL MEMBERS
I, Applicant ______________, being of full age, duly sworn according to tribal law, upon my oath, solemnly swear that, in respect for the membership that is presently being bestowed upon me by the United Amin Tribe that I will advance the noble aims of this esteemed Order with knowledge, fealty and propriety and that I will never betray the trust of this most honored Society.
OATH OF ORIGINAL SIGNERS
By affixing my signature below, I solemnly swear to advance the noble aims of the United Amin Tribe with knowledge, vigor, fealty and propriety and to never betray the trust of this most honored Society.
Note 1: Upon approval of a prospective member’s application, the General Member’s Oath shall be proffered orally and be witnessed by at least 1 General Member who is level 3 or higher in Phase 1, 2 witnesses are needed in Phase 2 and 3 witnesses are needed in Phases 3 and 4.
Note 2: The perfection of an Original Signer’s Oath requires an indorsement witnessed by at least 1 Constitutional Officer in Phase 1, 2 COs in Phase 2 and 3 COs in Phases 3 and 4.
Note 3: If a General Member enters our Order as an Original Signer the General Member Oath is unnecessary; however, if a General Member is later elevated to the office of Original Signer both Oaths are necessary.
Note 4: If a General Member is also an Original Member, but not an Original Signer his/her UAT ID number shall begin with "OM" and not "GM"
